Patrick O’Reilly practices with the firm's Public Finance and Regulatory Affairs Groups. Patrick’s experience in public finance includes acting as bond counsel, underwriter’s counsel and trustee’s counsel in transactions involving local and state government entities, including the New Jersey Housing and Mortgage Finance Agency, the New Jersey Educational Facilities Authority and the New Jersey Economic Development Authority. His regulatory affairs practice is focused on state and federal issues. As a registered government affairs agent in New Jersey, Patrick represents clients before state and local agencies in connection with licensing, administrative, regulatory and legislative issues. Patrick also represents government contractors in matters involving procurement and construction claims.


Patrick’s practice also includes alcoholic beverage control law and cannabis law. As a critical member of CSG’s cannabis law practice, he leverages insights gained and working relationships forged during his tenure in government roles to help clients navigate New Jersey’s complex cannabis regulatory, licensing and local approval processes.

Patrick has an extensive history of public service in New Jersey. While at Drew University, Patrick interned in the New Jersey Assembly Minority Office. He began his career in government in the administration of New Jersey Governor James E. McGreevey, serving from 2002-2004 as a senior advisor to the governor’s chief of staff and commissioner of transportation. While in law school, he worked at New Jersey Transit Corporation as the director of operations coordination and policy in the Office of the Executive Director and as the manager of lease negotiation and compliance in the Real Estate Department. Following his arrival at the firm in 2008, Patrick returned to government from 2011 – 2013 and served as senior advisor to the chairman of The Port Authority of New York and New Jersey.
